The Role:

  • Reporting to the Associate Director, Advocacy and External Relations, the Senior Technical Adviser, Africa will support implementing a new CAD 45M multi-country (Zambia, Uganda, and Kenya) Adolescent Sexual and Reproductive Health and Rights (ASRHR) project. This position has responsibility for the overall management of the SHE SOARS project, which includes efficient management of financial resources; review and approval of project budgets and monitoring expenditures; supervision of field operations; procurement; supervision of monitoring and evaluation; and ensuring quality control and timeliness of all deliverables as required. S/he will ensure full compliance with the donor contract and regulations and will oversee the project reporting process to the donor. S/He will keep abreast with trends/ issues on ASRHR at the regional level and deliver on the regional level workstreams, lead on partner management, and engage externally within the delegated authority. This position requires experience working on similar bilateral donor projects and a deep desire to support and nurture women and youth-led programming and meaningful partnerships. S/he will work closely with other project partners under the leadership of CARE Canada’s Global Health team.

This will be a fixed-term role ending March 31st, 2028. This role will be based in the Nairobi, Kenya office in a hybrid model of 3 days in-office, 2 days working-from-home.
Primary Responsibilities:
Program Management

  • Manage the implementation of CRR’s SHE SOARS project component using Results Based Management principles.
  • Ensure that program activities in Kenya, Uganda, and Zambia follow agreed-upon work plans, budgets, and timeframes.
  • Lead the implementation of ASRHR advocacy at the regional level.
  • Maintain oversight for the technical quality of program implementation, working closely with partner organizations, program staff, and relevant CRR departments to ensure that activities deliver results to the highest standards.
  • Ensure an appropriate and effective workload distribution within the SHE SOARS Project team.
  • Ensure that the SHE SOARS project is managed in compliance with donor contracts’ terms and conditions, including work planning, forecasting, and reporting, and that all administrative procedures are maintained to the highest standards.
  • Liaison with Care Canada’s Program Management Unit (PMU), donors (as delegated), relationship building, and communication during program implementation, including intra-consortia coordination, local actors, and other partners.
  • Represent the project at meetings, conferences, and other forums.
  • Build partnerships among international, regional, and national stakeholders.
  • Establish and implement a system to ensure appropriate technical oversight and ongoing quality of project activities.
  • Lead technical strategy and engagement with local partners to build their capacity and ensure project sustainability.
  • Coordinate advocacy, demand generation, and policy support across the project sites as required.

Networking and Advocacy

  • Build, strengthen, and manage partnerships with regional governments, key partners, institutions, and stakeholders.
  • Guide knowledge development, documentation, communication, and branding.
  • Serve as a resource for disseminating knowledge and skills to GO/NGO and other institutions.

Team Management

  • Line manage SHE SOARS project team using performance management in line with the Center’s HR policy and organizational values.
  • Ensure that team members understand their roles and have clearly defined objectives.
  • Lead and motivate team members, ensuring they effectively contribute to the program’s delivery.
  • Ensure that staff are supported in developing their skills and capacities in accordance with their aspirations and the program’s needs.

Qualifications:

  • Bachelor of Laws or a bachelor’s degree in a social science-related field. Relevant post-graduate degree or other relevant professional qualification a plus
  • Minimum of 8 years of progressive experience managing and implementing multi-faceted donor-funded development projects.
  • Knowledge of international human rights, women’s rights, and African regional human rights mechanisms.
  • Advocacy experience at the regional and international levels, including as part of NGO coalitions.
  • Solid experience in project management, especially government-funded projects.
  • Demonstrated experience in developing and executing persuasive strategies for change.
  • Experience in the development of policies, position statements, and briefing papers.
  • Experience in Monitoring and Evaluation.
  • Demonstrated experience in managing various stakeholders.
